Registration processes

With regard to the registration of pesticides, a Site Similarity Certification (SSC) can be developed for three different purposes:

  • SecureSSC: Securing existing field trials by supplementary SSC
  • PreSSC: Integration within the management of field trials from the first
  • PostSSC: Transfering existing registrations to further countries or regions by the only use of SSC

Results will be included to a Biological Assessment Dossier (BAD).

Within a BAD, all necessary field trials are carried out in all planned countries, based on local authorities´ regulations. In order to reduce the risk of local authorities not accepting some of the results, a SSC is integrated into the BAD that proves the portability of these results to more locations.

For instance, all necessary field trials on a pesticide for fruit cultures were successfully carried out in the German “Altes Land” Region, but the registration authority requires additional trials in different locations. In this case, SSC can prove the portability of the results and the comparability of the demanded locations.

In this second scenario SSC is already integrated when planning the field trials for the BAD. A chemical company plans i.e. to have a pesticide registered in some European countries and orders its European offices with the execution of the necessary trials. 4-12 trials for each country (or a homogenous continental area) have to be planned over a two years period. For an admission in northern Europe the offices plan 3 trials in Poland, 3 trials in Germany, 2 trials in Belgium, 2 in the Netherlands and 2 trials in France.

To minimise the number of the cost-intensive trials, only such representative locations are chosen whose results can be easily ported to other locations in other countries due to SSC. With that, some of the field trials become unnecessary.



PostSSC

In this scenario already accepted trial results from selected sites are used for proving the suitability of other additional sites. The following situation may occur:

Chemical company B takes over the management of a pesticide from chemical company A. With the takeover all registration documents and field trials data now belong to company B. If this company wants to roll out the pesticide in another country additionally to those where it is already registered, the results of the already carried out trials are transferred to the new country by the means of a SSC. This will save the company time and money.
